PⅢ Defense Consulting

Strength Through Strategy

About Us

PⅢ Defense Consulting is a Service-Disabled Veteran-Owned Small Business (SDVOSB) dedicated to delivering agile, cost-effective solutions in mission engineering, operational and program management, and simulation support to the Department of Defense (DoD) and prime defense contractors. With over 17 years of experience managing complex defense programs, we ensure mission-critical outcomes through proven expertise, low overhead, and a commitment to excellence. Our lean structure and strategic approach enable us to meet stringent requirements while offering competitive pricing.

Mission Engineering

At PⅢ Defense Consulting, we deliver cutting-edge mission engineering solutions. Our interdisciplinary approach leverages digital engineering, data-driven analysis, and scalable methodologies to optimize mission outcomes. We specialize in defining mission contexts, developing mission architectures, and conducting robust analyses to address capability gaps and integrate innovative technologies, ensuring actionable recommendations for defense stakeholders.

Digital Engineering

PⅢ Defense Consulting employs digital engineering to create traceable, reusable mission architectures. We model mission threads and mission engineering threads (METs) to represent tasks, systems, and operational sequences, enabling clear communication across stakeholders and precise documentation of scenarios like kinetic or cyber missions. This approach ensures robust configuration management and iterative updates, delivering quantitative outputs that enhance decision-making by providing transparent, data-driven insights into mission impacts and system integration, ultimately aligning resources with strategic objectives.

Data-Driven Analysis

Our data-driven analysis evaluates mission architectures through structured run matrices, employing analytical methods like Monte Carlo simulations and sensitivity analysis to quantify Measures of Success (MOS), Effectiveness (MOE), and Performance (MOP). By sourcing credible datasets from DoD, government, academic, and industry partners, we assess baseline and alternative mission approaches under varying conditions, such as a 2040 Base Defense Scenario, to identify gaps and trade-offs. This process yields actionable, transparent recommendations with documented assumptions and data lineage, empowering stakeholders with justifiable insights for acquisition, capability development, and operational planning.

Scalable Methodologies

PⅢ Defense Consulting tailors scalable methodologies to address diverse mission complexities, from tactical vignettes to strategic campaigns, by defining mission contexts, objectives, and metrics, and iteratively developing mission threads and METs. We adapt our approach based on investigative questions and data availability, enabling flexible analysis cycles that refine architectures, such as evaluating new weapon systems in long-range fires missions. This scalability ensures repeatable, traceable results that meet stakeholder needs, delivering recommendations that optimize mission outcomes and inform resource allocation for immediate and long-term defense objectives.

Program Management

At PⅢ Defense Consulting, we deliver exceptional program management services. Our principle-driven approach leverages stakeholder engagement, value-focused delivery, and adaptive methodologies to optimize program outcomes. We specialize in managing complex defense programs, ensuring alignment with strategic objectives, effective risk management, and actionable results for DoD stakeholders.

Stakeholder-Centric Management

Guided by the PMBOK principle of Stakeholder Engagement, PⅢ Defense Consulting fosters collaboration with DoD agencies, contractors, and operational units. We employ tools like stakeholder registers and facilitated workshops to align requirements and maintain transparent communication throughout the program lifecycle. For example, in a defense acquisition program, we map stakeholder needs to measurable objectives, ensuring traceability and consensus, which enhances decision-making and drives successful outcomes.

Value-Driven Delivery

Aligned with the principle of Value Focus, our services prioritize outcomes that deliver strategic value. We tailor deliverables to meet defense needs, such as integrating advanced technologies or optimizing logistics systems, using metrics like earned value management (EVM) and key performance indicators (KPIs). By focusing on the Delivery and Measurement Performance Domains, we ensure high-quality outputs that meet stakeholder expectations and support mission-critical objectives, such as cybersecurity enhancements or acquisition milestones.

Adaptive Methodologies

Drawing on the principles of Tailoring and Adaptability and Resiliency, we apply scalable methodologies to address diverse program complexities, from tactical system upgrades to strategic defense initiatives. Our approach integrates predictive, agile, and hybrid frameworks, using tools like risk registers and Monte Carlo simulations to manage uncertainties. For instance, in a cybersecurity program, we iteratively refine plans to adapt to emerging threats, ensuring repeatable, traceable results that optimize resources and achieve long-term defense goals.

Simulation

At PⅢ Defense Consulting, we support advanced simulation to support technology maturation and requirements development. Our approach enables data-driven evaluations of next-generation systems, such as Robotic Combat Vehicles (RCV) and Next Generation Combat Vehicles (NGCV), ensuring actionable insights for DoD stakeholders through robust experiment design and scalable simulation environments.

Human In The Loop (HITL) Design

PIII designs HITL simulations to evaluate defense systems, drawing from a history of U.S. Army simulations. We define experiment scope, learning objectives, and variables (dependent and independent) for scenarios like combined arms breaches or autonomous operations. Using platforms like Unreal Engine and high-fidelity crew stations, we ensure precise, repeatable simulations that inform requirements, tactics, techniques, and procedures (TTPs), and force structure.

Data-Driven Analysis

Our simulations leverage periodic data collection to assess system performance, mobility, and lethality. We employ analytical methods, such as Monte Carlo simulations, to quantify metrics and evaluate soldier workload. Data from experiments provides transparent, traceable insights, supporting DoD acquisition, capability development, and operational planning.

Scalable Simulation Environments

PIII creates scalable simulation environments to support crew- and echelon-level experiments. We support complex scenarios power by cutting edge simulation infrastructure. By integrating different code bases and plugins, we deliver adaptable, high-fidelity simulations that optimize technology maturation and stakeholder outcomes.
